101 CONCERNING PROVISION OF SERVICES TO GIFTED STUDENTS WHO ARE AT
102 RISK OF DROPPING OUT OF SCHOOL.

[]Requires each administrative unit to adopt a policy under which
any student who has been identified as gifted and who subsequently
experiences an abrupt decline in performance, a sudden increase in
behavioral problems, or an increase in truancy is designated as an at-risk
gifted student. Directs the administrative unit to provide services for the
at-risk gifted student, which includes at a minimum establishing an
individual learning plan for the at-risk gifted student. Specifies those
persons who must be involved in formulating the individual learning plan.
1 Be it enacted by the General Assembly of the State of Colorado:
2 SECTION 1. 22-20-104.5, Colorado Revised Statutes, is
3 amended BY THE ADDITION OF A NEW SUBSECTION to read:
4 22-20-104.5. Plan for academic excellence - inclusion of gifted
5 children - cooperation - services for at-risk gifted students. (5) EACH
6 ADMINISTRATIVE UNIT SHALL ADOPT A POLICY UNDER WHICH ANY
7 STUDENT WHO HAS BEEN IDENTIFIED AS GIFTED AND WHO SUBSEQUENTLY
8 EXPERIENCES AN ABRUPT DECLINE IN ACADEMIC PERFORMANCE, A SUDDEN
9 INCREASE IN BEHAVIORAL PROBLEMS, OR AN INCREASE IN TRUANCY IS
10 DESIGNATED AS AN AT-RISK GIFTED STUDENT. THE ADMINISTRATIVE UNIT
11 SHALL PROVIDE SERVICES TO EACH AT-RISK GIFTED STUDENT DESIGNATED
12 PURSUANT TO THIS SUBSECTION (5), WHICH AT A MINIMUM SHALL INCLUDE
13 FORMULATION OF AN INDIVIDUAL LEARNING PLAN FOR THE STUDENT. THE
14 ADMINISTRATIVE UNIT SHALL SPECIFY THE PERSONS TO BE INCLUDED IN
15 FORMULATING THE INDIVIDUAL LEARNING PLAN; EXCEPT THAT SUCH
16 PERSONS AT A MINIMUM SHALL INCLUDE A TEACHER WHO WORKS
17 REGULARLY WITH THE AT-RISK GIFTED STUDENT, THE STUDENT'S PARENT
18 OR LEGAL GUARDIAN, AND AT LEAST ONE SPECIAL SERVICES PROVIDER
19 SPECIFIED BY THE ADMINISTRATIVE UNIT.
20 SECTION 2. Safety clause. The general assembly hereby finds,

2 preservation of the public peace, health, and safety.[
