Summary of Legislation
This bill appropriates $181,000,000 cash funds exempt institutional sources and $35,000,000 federal funds to the Department of Higher Education, University of Colorado Health Sciences Center for FY 1999-2000 for construction of a Research Complex I Building at Fitzsimmons.
The bill also appropriates $4,192,000 cash funds exempt institutional sources to the Department of Higher Education, Colorado Health Sciences Center for FY 1999-2000 for renovation of research space at the Ninth Ave. and Colorado Boulevard campus.
The total amount of these funds are not to be encumbered until a Facilities Program Plan has been approved by the Colorado Commission on Higher Education and reviewed by the Capital Development Committee.
State Expenditures
Research Complex I. This building is the first phase of development of a research complex to include three research centers, comprised of approximately1.8 million square feet. The facility design is currently planned to be complete by March 2000, with construction to be complete by July, 2003, and with occupancy complete in December, 2003.
In addition to the construction costs identified in this bill, this facility will increase annual operating costs by approximately $3,828,000 and 62.0 FTE when the facility becomes fully operational. These annual operating costs will be funded by cash fund exempt and federal monies.
Renovation of research space. This project will renovate 20,000 assignable square feet of research/office space in the School of Medicine, the Biomedical Research Building, the Research Bridge Building, and the Administrative Office Building at the Ninth Avenue and Colorado Boulevard campus. This project is not anticipated to affect future annual operating costs.
State Appropriations
The Department of Higher Education will require a cash funds exempt institutional sources appropriation of $185,192,000 and a federal funds appropriation of $35,000,000 for FY 1999-2000.
