Summary of Legislation
The bill requires the General Assembly to make annual appropriations out of the "Colorado Disabled Telephone Users Fund" to the "Reading Services for the Blind Cash Fund" for use by the State Librarian in support of privately operated reading services for the blind.
State Expenditures
Background. SB 98-194, Concerning Cash Funds of the State, established radio reading services. The bill required, for FY 1998-99, the State Treasurer to deduct $93,800 from the Colorado Disabled Telephone Users Fund and transfer such sum to the Reading Services for the Blind Cash Fund. The bill also included, for FY 1998-99, an appropriation of $93,800 from the Reading Services for the Blind Cash Fund to the Department of Education. This deduction/transfer and appropriation can be interpreted as a one-time appropriation.
The bill secures a source of funding for radio reading services. This bill establishes, on an annual basis, that the General Assembly shall make appropriations out of the Colorado Disabled Telephone Users Fund to the Reading Services for the Blind Cash Fund. The bill requires the State Librarian to use moneys appropriated from the Reading Services for the Blind Cash Fund to support privately-operated reading services. The fiscal note assumes that the State Librarian will contract up to $93,800 for reading services.

The bill includes two appropriation clauses for FY 1999-00:
• appropriates $93,800 from the Colorado Disabled Telephone Users Fund to the Colorado Reading Services for the Blind Cash Fund; and
