TITLE: CONCERNING THE "COLORADO SEED ACT", AND, IN CONNECTION THEREWITH, CONTINUING THE REGISTRATION FUNCTION OF THE COMMISSIONER OF AGRICULTURE UNDER SUCH ACT.
Summary of Assessment
This bill continues the provision of the “Colorado Seed Act”, in the Department of Agriculture, for an additional ten years, until July 1, 2009. The bill changes the definition of “farmer seed labeler”, changes the effective date of all registrations, and allows the seed advisory committee to be repealed July 1, 1999. The bill would become effective upon signature of the Governor.
The seed advisory board met eight times during the past five years and the repeal of the bill will result in the board not meeting in the future. Past board expenses were paid from Colorado Seed Cash Fund. The advisory board never received a direct appropriation. the expenditures for the reimbursement of board members’ actual and necessary expenses. This bill will not affect any other state agency, or unit of local government. Therefore, the bill is assessed as having no fiscal impact.
