TITLE:            CONCERNING AUTHORITY OF A SCHOOL DISTRICT TO IMPOSE SANCTIONS ON STUDENTS FOR FAILURE TO RETURN TEXTBOOKS.

Summary of Assessment

            The bill specifies sanctions that a school district may impose if a student fails to return or replace a textbook lent to the student by the school district. The bill is effective upon signature of the Governor.

            The bill establishes a power rather than a duty for local boards of education. No requirements are placed on either the Department of Education or local school districts. Therefore, the bill is assessed as having no fiscal impact.
