TITLE: CONCERNING THE OPERATION OF MOTOR VEHICLES BY PERSONS UNDER EIGHTEEN YEARS, AND, IN CONNECTION THEREWITH, CREATING A COMMITTEE TO EVALUATE THE SYSTEM OF TESTING AND EDUCATING DRIVERS.
Summary of Assessment
The bill would require the Executive Director of the Department of Revenue to create a committee of no more than eleven members by July 15, 1999, to evaluate the system for educating and testing minor drivers (persons under 18 years of age) and make recommendations to the General Assembly by January 1, 2000. The committee would serve without compensation. The bill would become effective upon the Governor’s signature.
The bill requires that the committee members serve without compensation (per diem or salary). For purposes of this fiscal note, it is assumed that members will not be reimbursed their actual and necessary expenses for attending meetings. Having state employees as members of the commission would not create a fiscal impact for state agencies. Members attending these meetings would reset priorities and adjust workloads to accommodate the time necessary to attend these meetings within the existing resources. Therefore, this bill is assessed as having no fiscal impact.
