Local Government Impact: Potential costs of future automatic recount costs would be avoided.



Summary of Legislation


            The bill would change the percentage of votes that would require an automatic recount to one-half of one percent for congressional, state, district, county and nonpartisan elections.



State Revenues


            State revenues would not be impacted.



State Expenditures


            Under current law, the Secretary of State pays the county clerks’ costs for an automatic recount for state offices. Under this bill, the number of recounts that may occur in a future given election would be reduced. If the number of future potential recounts is reduced, some potential future recounts would be avoided because of this bill, costs would likewise be reduced. Therefore, this bill is assessed as having a conditional fiscal impact to the state.



Local Government Impact


            The county clerks and other local government election officials would have future potential recounts costs reduced because the bill would reduce the potential for future automatic recounts.

            No additional appropriation would be required to implement this bill.
