Summary of Legislation
This bill authorizes the board of a special district to partially or fully waive its fees and charges against property within the district to facilitate affordable housing, as defined by the board. The board shall have the authority to encumber the title of the property requiring the payment of waived fees and charges in the event the property is no longer used as affordable housing or no longer meets the definition.
Local Government Impact
This bill allows any special district to elect to waive fees and charges (local government revenue) to encourage affordable housing. Therefore, the bill is assessed as having a local conditional fiscal impact.
The types and amounts of fees and charges vary among the 1,490 special and other districts in the state. This fiscal note cannot assess the number of districts, if any, that may elect to utilize the provisions of this bill.
