Summary of Legislation


            The bill as amended by the Senate State Veterans and Military Affairs Committee, January 11, 1999, and the Senate Appropriations committee, February 12, 1999, would change the date of the Presidential Primary Election held every four years from the first Tuesday in March to the first Friday after the first Tuesday in March. The bill, as amended, would allow the General Assembly to appropriate some General Fund money to the Secretary of State for the Presidential Primary Election.



State Expenditures


            This fiscal note has been revised based on the Senate Appropriations Committee amendment, February 12, 1999. The amendment would allow the General Assembly to appropriate General Fund moneys to the Secretary of State for the purpose of conducting a Presidential Primary Election. Under current law, counties are primarily responsible for the costs of conducting the Presidential Primary Election. This bill, as amended, would allow the General Assembly to appropriate General Funds to the Secretary of State to pay the costs of conducting the Presidential Primary if the General Assembly voted to do so. The estimated cost of conducting the Presidential Primary Election in FY 1999-00 is $2,700,000. The Secretary of State’s Cash Fund currently has an estimated balance of $1,823,602. Since the amendment is permissive, this bill is assessed as having a conditional fiscal impact.



Local Government Impact


            County governments currently pay the costs of the Presidential Primary. This bill would allow the counties to be reimbursed for all or portions of the cost of the Presidential Primary beginning with FY 1999-00.



State Appropriations


            This fiscal note would imply that no appropriation would be required for FY 1999-00 to implement the provisions of this bill.
