Summary of Legislation
This bill repeals statutory provisions creating the Colorado Advanced Technology Institute (CATI) and the Colorado Advanced Technology Institute Commission. The bill transfers certain functions relating to advanced technology programs to the Colorado Commission on Higher Education (CCHE), and requires CCHE to consult with the Office of Innovation and Technology in the Governor's Office in performing certain functions. The bill transfers a portion of the appropriation to CATI for FY 1999-00 to CCHE and the remainder to the Office of Innovation and Technology.
State Expenditures
SB 99-215 (the Long Bill) includes a cash funds exempt appropriation in the amount of $3,227,090 and 6.8 FTE, to CATI. This appropriation represents a transfer from the Department of Local Affairs, Economic Development section.
This bill repeals statutory provisions creating CATI and the CATI Commission. The bill transfers certain functions related to advanced technology programs to CCHE. As a result of the repeal of the statutory provisions creating CATI and the CATI Commission, the bill transfers the FY 1999-00 cash funds exempt appropriation to CATI as follows:
• $2,855,865 and 2.8 FTE to the Department of Higher Education, Colorado Commission on Higher Education, for advanced technology program costs; and
• $371,225 and 4.0 FTE to the Governor's Office, for allocation to the Office of Innovation and Technology.

Section 9 of the bill provides a transfer of the appropriation contained in SB 99-215.
