Summary of Legislation


            Under current law, the Regional Transportation District (RTD) can enter into agreements with a private entity to provide retail goods and services at a transfer facility. This bill would require that RTD or other entities obtain approval from the Colorado Department of Transportation (CDOT) before entering into these agreements. The bill would also allow CDOT to enter into these types of agreements for the development of transfer facilities and receive compensation through the provision of services, capital improvements, or rental payments. Businesses at transfer facilities would be subject to certain limitations and applicable local government laws and ordinances.


 

State Revenues


            This bill would provide CDOT with more flexibility in negotiating an agreement with a private entity when CDOT wants to develop a transfer facility. This additional flexibility would allow CDOT to negotiate for services, capital improvements or rental payments in exchange for private use of the facility or portions of the facility for business purposes. The number and nature of any agreement CDOT would make is not known and the impact this would have on revenues received is not known.
