TITLE:            CONCERNING THE ADMINISTRATION OF THE LEGISLATIVE BRANCH.



Summary of Assessment


            This bill would allow for the payment of per diem and expenses of persons who have been chosen after a general election to serve as President, Speaker, and Majority and Minority leaders for the next legislative biennium, prior to the start of the convening of the regular legislative session. In order to receive the compensation, new leaders would have to be members of the then current General Assembly.


            In addition, the bill changes the term of office for the chair and vice-chair of the Legislative Council and Executive Committee of the Legislative Council from two years to one year. The bill would take effect 90 days after the session, unless a referendum petition is filed.


            Current law allows for the payment to legislative leadership of $99 per day and actual expenses for attendance to matters pertaining to the General Assembly during the interim. There are no provisions for similar payments to leadership chosen after a general election but prior to the session. However, in the past, the Legislative Council has formed an interim subcommittee and appointed the new leadership for the purpose of organization of the General Assembly. Members were then entitled to receive per diem and expenses. This bill would simply eliminate the need of the subcommittee, and therefore, have no fiscal impact. Likewise, the provisions of the bill changing the length of term of chair and vice-chair would not have fiscal impact.
