Summary of Legislation


            The bill would authorize the Department of Corrections (DOC) to hire chaplains to provide religious services to prisoners.



State Expenditures


            The DOC would hire 20 chaplains to implement the provisions of this bill. Six of the chaplains would be transferred from the existing volunteer coordinators program which is currently funded. The conversion of the six FTE would reduce the personal services required for the new positions by $31,959 General Funds (GF). These savings would be transferred to the new hire chaplains and reduce the personal services required for the fourteen new hire chaplains. Fourteen additional chaplains would be hired. For FY 1999-00, this would require an estimated 14.0 FTE and $628,537 GF. Of that amount, $560,693 would be for personal services, $12,544 would be for operating costs, and $55,300 would be for capital outlay. In FY 2000-01, the DOC would require 14.0 FTE and $573,237 GF.


Expenditures Not Included


            Pursuant to the Joint Budget Committee’s budget policies, the following expenditures have not been included in this fiscal note:

 

               health and life insurance costs; $30,961

               short-term disability costs; $1,245

               indirect costs.



State Appropriations


            This fiscal note implies that the Department of Corrections would require an additional 14.0 FTE and $628,537 General Funds in FY 1999-00 to implement this bill.
