Summary of Legislation
This bill revises statutes governing county regulations under police power by authorizing a board of county commissioners to adopt ordinances to discourage juvenile delinquency by imposing restrictions on the sale of graffiti implements to juveniles, and the possession of graffiti implements by juveniles. The bill requires the board to consider the burden of such restrictions on retail outlets subject to those ordinances.
Local Government Impact
This bill allows a board of county commissioners to elect to authorize ordinances which would be enforced by local government law enforcement agencies. This fiscal note cannot assess the number of counties that may elect to adopt such ordinances. Therefore, the impact to local government revenue and/or expenditures has not been estimated.
