TITLE:            CONCERNING MEASURES TO CORRECT UNDERUTILIZATION OF PROTECTED CLASSES IN THE STATE PERSONNEL SYSTEM.



Summary of Assessment

 

            This bill adds a new section to the "State Personnel System Act" regarding underutilization selection procedures. The bill defines "job group" and "protected class". The bill specifies the procedures by which members of the protected class may be considered for positions in a job group where any agency underutilizes one or more protected classes in the job group. The bill requires the state personnel director to annually approve the methods and annually release state employment statistics used in making determinations for underutilized protected classes. The bill will become effective 90 days after adjournment unless a referendum petition is filed.


            This bill will not affect state or local government revenue or expenditures. Therefore, the bill is assessed as having no fiscal impact.
