Summary of Amended Legislation
On February 16, 1999, the House Judiciary Committee acted to strike all language from the printed bill concerning changes in the collection of criminal restitution. As amended, this bill establishes that the Legislative Council shall conduct a study of the assessment, collection, and distribution of criminal restitution. The Division of Criminal Justice, Department of Public Safety shall assist the Legislative Council in completing the study. A final report of findings shall be submitted on or before September 1, 1999.
State Expenditures
The bill specifies that the study is to be conducted by the Legislative Council with the assistance of the Division of Criminal Justice, Department of Public Safety. Legislative staff resource requirements in FY 1999-00 are identified in Table 1.

Pursuant to the Joint Budget Committee's budget policies, the following expenditures have not been included in this fiscal note:
• health and life insurance costs ($488); and
• short-term disability costs ($26)
Spending Authority
Pursuant to Section 2-3-303.3, C.R.S., the Legislative Council is authorized each year with the resources to conduct interim studies. If this bill is not approved by the Legislative Council as one of its recommended studies, the Legislative Department would require a total General Fund appropriation of $14,172 and 0.4 FTE to implement the provisions of this bill for FY 1999-00. Of this amount, the Legislative Council would require a General Fund appropriation of $10,498 and 0.3 FTE General Fund and the Office of Legislative Legal Services would require a general Fund appropriation of $3,674 and 0.1 FTE.
