TITLE:            CONCERNING A PROHIBITION ON THE EXPENDITURE OF PUBLIC MONEYS FOR THE PURPOSE OF COLLECTING POLITICAL FUNDS.



Summary of Assessment


            This bill revises the "Fair Campaign Practices Act" by prohibiting state agencies and political subdivisions from expending public monies to collect, or assist in the collection, of political funds. The bill defines "political funds", and specifies that expenditures of public moneys includes compensation of a member or employee of a state agency or political subdivision, or utilization of the property, equipment, or supplies of a state agency or political subdivision.


            The bill provides that the prohibition shall not be affected by any reimbursement or offer of reimbursement by any person for the cost of collection. Any person who believes a violation of the law has occurred may file a written complaint with the Secretary of State. The bill will become effective upon the signature of the Governor.


            This bill will not affect state or local government revenue or expenditures. Therefore, the bill is assessed as having no fiscal impact.
