Summary of Legislation


            The bill lists in one section of the statutes (Section 19-1-402), prevention programs for youth that are operated by or funded through state agencies. The bill requires, beginning January 15, 2002, the Legislative Council staff to submit a triennial report to the Judiciary Committees of the General Assembly. The report shall include the following:

 

               the prevention programs that continue to be operating;

               any prevention programs that are no longer operating;

               identification of any prevention programs that are not listed in Section 19-1-402; and

               any recommendations for legislation necessary to conform the provisions of Section 19-1-402 to the report's findings.


            Lastly, the bill requires Legislative Council staff to contact each state agency and request a list of its prevention programs, source of funding for each program, and federal or state statutory authority for each program.





State Expenditures


            The bill's requirements will necessitate 0.2 FTE research staff for FY 2001-02 and every third year thereafter to update prevention programs data and prepare the report to the Judiciary Committees in Legislative Council. The cost is estimated at $7,005 General Fund.



Expenditures Not Included


            Pursuant to the Joint Budget Committee’s budget policies, the following expenditures have not been included in this fiscal note:

 

               health and life insurance costs — $447; and

               short-term disability costs — $13.
