TITLE:            CONCERNING THE CANVASS OF ELECTIONS.



Summary of Assessment


            The bill would change the law governing the canvass of elections. The changes would allow the two major political parties to appoint members to the board, shorten the time frames so a recount could be requested in 14 days and completed in 21 days, and changes the threshold for a recount so that the difference between the totals is equal to or less than one percent of the highest vote total. The bill would become effective July 1, 1999.


            The changes the bill makes would not increase the workloads or expenditures of affected election officials to require additional resources. The change in the percentage of votes necessary to require a recount would reduce the number of recounts required. This bill would not create additional workloads or expenditures for state or local government election officials. Therefore, this bill is assessed as having no fiscal impact.
