TITLE:            CONCERNING A REQUIREMENT THAT SCHOOL DISTRICTS REDUCE ADMINISTRATIVE COSTS WHEN INSTRUCTIONAL PERSONNEL COSTS ARE REDUCED.



Summary of Assessment


            The bill requires a school district making budget reductions in instructional personnel costs to reduce expenditures for administrative costs by at least the same percentage as the percentage reduction in expenditures for instructional personnel costs. School districts are permitted to reduce expenditures for administrative costs only, when there is no reduction in instructional personnel costs. School districts, for which the district's funded pupil count is less than 459, are exempt from the bill's provisions. The bill is effective 90 days upon adjournment unless a referendum petition is filed.


            The bill does not create a fiscal impact in the Department of Education, state funding for public education, or local school districts. The bill requires certain school districts, when revenues are anticipated to be less than expenditures, to reduce expenditures equally in instructional personnel costs and administrative costs or administrative costs only.
