TITLE:            CONCERNING THE USE OF DIGITAL SIGNATURES.



Summary of Assessment


            The reengrossed bill, as amended by the Senate State, Veterans, & Military Affairs Committee, February 24, 1999, would allow, but not require, the use of digital signatures. The Department of Personnel would develop rules governing the requirements for digital signatures. The bill would become effective upon the Governor’s signature.


            The amended reengrossed bill would require the Department of Personnel to develop rules and regulations for using electronic signatures. The development of rules and regulations would not create a significant cost to the Department of Personnel that would require an appropriation. The department has indicated there would be enough legal service funding to accomplish this rule making process within existing resources. Therefore, this bill is assessed as having no fiscal impact.
