TITLE:            CONCERNING THE CREATION OF A STATEWIDE SYSTEM FOR TRACKING EMPLOYMENT CLAIMS AGAINST THE STATE FOR THE PURPOSE OF RISK MANAGEMENT, AND, IN CONNECTION THEREWITH, ESTABLISHING A PILOT PROGRAM FOR THE PURPOSE OF DEVELOPING SUCH A SYSTEM.

Summary of Legislation


            This bill requires the Department of Personnel to establish and administer a pilot program beginning July 1, 1999 to develop a statewide database and uniform reporting system to track employment claims brought against state agencies and the associated losses incurred. The pilot program is to include at least one institution of higher education and one executive branch department other than the Department of Higher Education. The Department of Personnel is required to provide a report of the results of the program to the General Assembly by June 30, 2001.


            The bill requires the department to establish and administer the database and uniform reporting system effective July 1, 2001. The department is authorized to adopt rules and require state agencies to submit any information necessary to support the program.





State Expenditures



            The Division of Risk Management in the Department of Personnell/GSS will be able to absorb the costs of establishing and administering the system through June 30, 2001.


            After July 1, 2001, the division may incur additional annual operating costs for computer system upgrades to administer and maintain the system database. The amount of these costs has not been estimated, but will be developed during the annual state budgeting process at that time. This fiscal note cannot assess whether these costs can be absorbed by the division.
