TITLE: CONCERNING THE USE OF OBJECTIVE MEASURES OF COMPETENCE OTHER THAN COMPETITIVE EXAMINATIONS FOR THE SELECTION OF PERSONS FOR EMPLOYMENT IN THE STATE PERSONNEL SYSTEM.
Summary of Assessment
This bill requires appointments and promotions to offices and employments in the State Personnel System to be made according to merit and demonstrated fitness or other objective measures of competence in addition to being based upon competitive examination. The bill makes conforming amendments to the provisions on the rule of three and selection of employees in the State Auditor's office.
The bill will become effective at 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the General Assembly; or upon proclamation of the Governor if a referendum petition is filed against this act and approved by a vote of the people.
This bill will not affect state, or local government, revenue or expenditures. Therefore, it is assessed as having no fiscal impact.
