TITLE:            CONCERNING LOCAL GOVERNMENT HOUSING AUTHORITIES, AND, IN CONNECTION THEREWITH, SPECIFYING THAT HOUSING AUTHORITIES ARE POLITICAL SUBDIVISIONS FOR THE PURPOSE OF PROMOTING INTERGOVERNMENTAL RELATIONS AND AUTHORIZING THE GOVERNING BODY OF A LOCAL GOVERNMENT CREATING A HOUSING AUTHORITY TO SPECIFY THE NUMBER OF COMMISSIONERS SERVING ON SUCH HOUSING AUTHORITY.

Local Government Impact: Establishes city or county housing authorities as political subdivisions.



Summary of Legislation


            This bill revises the definition of political subdivision to include a city or county housing authority. The bill authorizes the governing bodies of any city, city and county, or county to specify the number of commissioners to serve on a housing authority, and increases the number of commissioners that may be appointed. The bill revises the terms of those members and criteria for constituting a quorum.



Local Government Impact


            This bill authorizes the governing body of any city and county to elect to increase the number of housing authority commissioners to no more than eleven members. Under current law, any city and county with a population of less than 300,000 is authorized to appoint five housing authority commissioners. Any city and county having a population of more than 300,000 is authorized to appoint nine commissioners. Commissioners receive no compensation, but may be reimbursed for actual and necessary expenses. Therefore, any city or county that elects to increase the number of commissioners may incur additional expenses.
