Summary of Legislation


            The bill would allow honorably discharged military veterans to purchase special license plates for motorcycles.



State Revenues


            It is estimated that approximately 660 military veterans may purchase a specialty motorcycle license plate. If all 660 purchased the special plates for motorcycles, they would pay the required $10 fee for each set of license plates. The Highway Users Tax Fund would receive $6,600 in additional revenues. The State Highway Fund would receive 65 percent of the funds ($4,290).



State Expenditures


            The Department of Revenue would incur some minimal administrative expenses that would not require additional appropriations. Those expenditures include 580 hours of computer programming, changes to application forms, and updates to the registration manual.

            The Department of Corrections would incur 80 hours of computer reprogramming to print smaller font sizes. Each plate would cost the department approximately 91 cents per plate. These costs would be funded from the existing appropriations and would not require additional funds.



Local Government Impact


            Additional revenue to the HUTF is distributed to the cities and counties. Counties would receive 26 percent and cities would receive 9 percent of the additional revenue. The amount of the increase to any city or county would be minimal.
