Summary of Legislation


            The bill would require the Department of Revenue to revoke a person's driver's license for a conviction of the crime of criminal mischief or if the person is adjudicated a juvenile delinquent and the underlying factual cause for the conviction was defacing property. This conforms the law so the penalty applied would be the same as a revocation for defacing property.



State Revenues


            The number of persons convicted under this provision resulting in having their licenses revoked would be minimal. However, for each revocation, the person would have to pay $55, of which $40 would be driver’s license reinstatement fees and $15 would be for the new driver’s license. Any revenue collected under this bill would be deposited intothe Highway Users Tax Fund.





State Expenditures


            The number of revocations that result from this change is not expected to increase the Department of Revenue's workload to a level that would require additional appropriations. The increased workload would be completed within the department's existing appropriations.



Local Government Impact


            Local governments would receive additional Highway Users Tax Funds from the increased driver’s license reinstatement fees. The amount of additional revenue to any city or county would be minimal.
