INTRODUCTION OF RESOLUTION

The following resolution was read by title and laid over one day under the rules:

HJR98-1016 by Representatives Lawrence, C. Berry, Agler, K. Alexander, Allen, Anderson, Arrington, Dean, Entz, Epps, Faatz, George, Gotlieb, Grampsas, Hefley, S. Johnson, Kaufman, Kreutz, May, McElhany, McPherson, Morrison, Musgrave, Owen, Pankey, Paschall, Pfiffner, Romero, Schauer, Sinclair, Smith, Spradley, Sullivant, Swenson, Tool, Tucker, and Young; also Senator Powers--Recognizing El Pomar Foundation.

WHEREAS, El Pomar Foundation located in Colorado Springs has provided over sixty years of service to Colorado and the Pikes Peak Region and has provided aid over the years to Colorado's seniors, homeless, and young people; and

WHEREAS, El Pomar Foundation was created in 1937 by Spencer Penrose, who was founder of the Utah Copper Company, and who, with his wife Julie, built the famous Broadmoor Hotel; and

WHEREAS, Since its founding, the Foundation has contributed over two hundred twenty million dollars in grants to numerous civic and community organizations and in 1997 alone donated more than twelve million dollars in grants to charitable organizations; and

WHEREAS, The Foundation led the effort to build the Colorado Springs World Arena, a public and private venture, and helped finance construction of the Olympic Training Center in Colorado Springs; and

WHEREAS, The Foundation has assets of over four hundred million dollars and now ranks among the one hundred largest private foundations in the United States and is the largest private foundation in the Rocky Mountain Region; and

WHEREAS, Through the visionary leadership of El Pomar trustees and its chairman and chief executive officer, William Hybl, a former member of the House of Representatives, El Pomar has "virtually reinvented itself during the past decade" to more effectively use El Pomar's resources to benefit Colorado's communities and charitable organizations; and

WHEREAS, El Pomar Foundation is the recipient of the 1998 National Outstanding Foundation Award presented by the National Society of Fund Raising Executives, which is the highest honor presented by this international association of nineteen thousand nonprofit executives; and

WHEREAS, This award recognizes El Pomar Foundation for "a lifetime of giving, building a community, training leaders and members of the nonprofit community"; and

WHEREAS, This award honors El Pomar Foundation for four particular programs, including the creation of El Pomar Center, which hosts educational and training programs for nonprofit organizations; the Youth in Community Service program in which matching grants are provided to nearly eighty high schools in the state for distribution by the schools in their own communities; the Awards for Excellence program, which provides grants to outstanding nonprofit organizations in Colorado; and El Pomar Fellowship project in which young college graduates have opportunities to develop their leadership skills by working with nonprofit groups; and

WHEREAS, El Pomar Foundation's philanthropic style has been described by the local press as a "low­profile, high­impact presence" that is known for "quietly making its charitable investments in endeavors where the resources are likely to make the most difference and to sustain themselves in the future"; now, therefore,

Be It Resolved by the House of Representatives of the Sixty­first General Assembly of the State of Colorado, the Senate concurring herein:

That the General Assembly hereby expresses its heartfelt thanks on behalf of all Coloradans to El Pomar Foundation for its years of dedicated service and generous charitable donations to Colorado and extends its congratulations to El Pomar Foundation on the receipt of this special national recognition from the National Society of Fund Raising Executives.

Be It Further Resolved, That copies of this resolution be transmitted to El Pomar Foundation and to William Hybl, the chairman and chief executive officer of El Pomar Foundation.
