SECTION 8. 24­9­101, Colorado Revised Statutes, is amended to read:

24­9­101. Salaries of elected state officials. (1) The following state officials shall receive annual salaries and allowances, payable monthly, as follows:

(a) Governor, ninety thousand ONE­HUNDRED­FIFTY THOUSAND dollars;

(b) Lieutenant governor, sixty­eight thousand five hundred ONE HUNDRED THOUSAND dollars;

(c) President of the senate, speaker of the house of representatives, minority leader of the senate, or minority leader of the house of representatives, while for any reason acting as governor, the sum of twenty TWO THOUSAND dollars per day as expenses;

(d) Attorney general, eighty ONE­HUNDRED­TWENTY thousand dollars;

(e) Secretary of state, sixty­eight thousand five hundred ONE HUNDRED THOUSAND dollars;

(f) State treasurer, sixty­eight thousand five hundred ONE HUNDRED THOUSAND dollars.

(2) The salaries fixed by subsection (1) of this section shall become payable on and after the second Tuesday in January, 1999.

(3) NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY, THE SALARY FOR ANY OTHER STATEWIDE OFFICE SHALL BE ONE HUNDRED THOUSAND DOLLARS PER YEAR.

SECTION 9. 22­63­401, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read:

22­63­401. Salary schedule ­ adoption ­ changes. (5) NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY, ALL STATE TEACHERS SHALL RECEIVE A TWENTY­FIVE PERCENT INCREASE IN THEIR BASE SALARY IN 1999. EVERY YEAR THEREAFTER, TEACHERS SALARIES SHALL BE INCREASED AT A RATE OF THREE TIMES THE RATE OF INFLATION.

SECTION 10. Part 1 of article 50 of title 24, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SECTION to read:

24­50­104.6. Workweek. (1) NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY, ALL STATE EMPLOYEES SHALL HAVE A FOUR DAY WORKWEEK, FOR A TOTAL OF THIRTY­TWO HOURS.

(2) THE STATE PERSONNEL DIRECTOR SHALL ESTABLISH A BASE COMPENSATION RATE FOR ALL STATE EMPLOYEES AT THE HIGHEST PREVAILING WAGE OF ALL FIFTY STATES. ANY EMPLOYEE WHO WORKS MORE THAN EIGHT HOURS IN A SINGLE DAY, BUT LESS THAN TWELVE HOURS, SHALL BE PAID AT A RATE EQUAL TO TIME AND A HALF OF THE EMPLOYEE'S BASE COMPENSATION SALARY. ANY EMPLOYEE WHO WORKS TWELVE HOURS OR MORE IN A SINGLE DAY SHALL BE PAID AT A RATE NOT LESS THAN TWO TIMES THE EMPLOYEE'S BASE COMPENSATION SALARY.

SECTION 11. 2­3­303, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read:

2­3­303. Functions ­ salary increase. (5) NOTWITHSTANDING SUBSECTION (1) THROUGH (4) OF THIS SECTION, ALL LEGISLATIVE LEGAL SERVICES EMPLOYEES SHALL RECEIVE A SALARY INCREASE OF TWENTY­FIVE PERCENT FOR THE FISCAL YEAR BEGINNING JULY 1, 1998. IN ADDITION, EACH LEGISLATIVE LEGAL SERVICES STAFF MEMBER WHO WORKS ON A BILL SHALL RECEIVE A ONE HUNDRED DOLLAR BONUS EACH TIME THE BILL IS PASSED OUT OF COMMITTEE. IF THE BILL SHOULD BECOME LAW, BY SIGNATURE OF THE GOVERNOR OR OTHERWISE, EACH STAFF MEMBER WHO WORKED ON THE BILL SHALL RECEIVE A ONE THOUSAND DOLLAR BONUS.

SECTION 12. 2­3­304, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read:

2­3­304. Director of research ­ assistants ­ representation required. (7) NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY, A MEMBER OF THE LEGISLATIVE COUNCIL STAFF SHALL ACCOMPANY EACH MEMBER OF THE GENERAL ASSEMBLY WHO ATTENDS A LEGISLATIVE CONFERENCE OR OTHER EVENT RELATED TO THE MEMBER'S LEGISLATIVE DUTIES.

SECTION 13. 25­1­105, Colorado revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read:

25­1­105. Executive director ­ chief medical officer ­ qualifications ­ salary ­ office ­ incentives to support Representative Paschall's bills. (4) NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY, THE EXECUTIVE DIRECTOR OF THE DEPARTMENT AND ALL PERSONNEL OF THE DEPARTMENT SHALL RECEIVE A TEN PERCENT INCREASE IN THEIR BASE COMPENSATION SALARY IF THE DEPARTMENT SUPPORTS ALL OF THE LEGISLATIVE BILLS PROPOSED BY REPRESENTATIVE MARK PASCHALL IN THE SECOND REGULAR SESSION OF THE SIXTY­FIRST GENERAL ASSEMBLY .".
