A BILL FOR AN ACT
CONCERNING THE ESTABLISHMENT OF SPECIAL HUNTING LICENSING
PROGRAMS, AND, IN CONNECTION THEREWITH, ESTABLISHING SPECIAL
LICENSING PROGRAMS FOR YOUTH AND FOR THE MOBILITYIMPAIRED.

Authorizes the wildlife commission to establish special
licensing programs for hunters who are eligible for a youth license
and for mobilityimpaired hunters. Authorizes the wildlife
commission to adopt rules that establish a preference system for
youth hunters and restrict wildlife properties for youth mentor
hunting and hunting for the mobilityimpaired.
Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. 334117, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read:
334117. Youth and adult mentor licenses special restrictions and privileges. (4.5) THE COMMISSION IS AUTHORIZED TO ESTABLISH A SPECIAL LICENSING PROGRAM FOR HUNTERS ELIGIBLE FOR A YOUTH LICENSE UNDER THE PROVISIONS OF THIS SECTION, AND TO ADOPT RULES THAT ESTABLISH A HUNTING LICENSE PREFERENCE FOR YOUTH HUNTERS. IN CONNECTION WITH SUCH A PROGRAM THE COMMISSION IS ALSO AUTHORIZED, WITHIN ITS DISCRETION, TO ESTABLISH A SPECIAL LICENSING PROGRAM FOR ADULT MENTORS OF YOUTH HUNTERS AND TO ADOPT RULES THAT ESTABLISH A HUNTING LICENSE PREFERENCE FOR SUCH ADULT MENTORS.
SECTION 2. Article 4 of title 33, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SECTION to read:
334119. Mobilityimpaired hunters. (1) THE COMMISSION IS AUTHORIZED TO ESTABLISH A SPECIAL LICENSING PROGRAM FOR MOBILITYIMPAIRED HUNTERS.
(2) THE COMMISSION IS AUTHORIZED TO ADOPT APPROPRIATE RULES THAT DEFINE "MOBILITY-IMPAIRED" AND ESTABLISH A HUNTING LICENSE PREFERENCE FOR THE MOBILITY-IMPAIRED.
SECTION 3. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
