180Department of the Treasury, Administration -- The Department is requested to submit quarterly reports to the Joint Budget Committee on the performance of the state's investments. The report should include comparisons to relevant benchmarks and a detailed discussion of the benchmarks.

181Department of the Treasury, Administration -- The Department is requested to submit a report on authorized loans made to state agencies. The report should include the outstanding balance of each loan, the terms of the loan, the annual repayment schedule, the estimated repayment date and estimated interest earnings. The report should be submitted to the Joint Budget Committee with the Department's annual budget request.

182Department of the Treasury, Special Purpose, Organ and Tissue Donation Awareness Fund -- The Transplant Council of the Rockies is requested to include its state funding request for funds from the Organ and Tissue Donation Awareness Fund in the annual budget request of the Department of the Treasury. This funding request should include a narrative explanation detailing the proposed activities which would be funded by the requested amount in FY 1998-99 and summarizing the operations and achievements funded by previous appropriations from the fund.

183Department of the Treasury, Fire and Police Pension Association -- These appropriations represent estimates of state payments required pursuant to Section 31-30-1014, C.R.S. The Fire and Police Pension Association is requested to include its state funding request for each of the programs supported by state payments in the annual budget request of the Department of the Treasury, including a narrative explanation of each program and a justification for each requested amount. Also, the Association is requested to submit an annual report of operations and investments for state supported programs to the Joint Budget Committee by January 15 of each year.

SECTION 2. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
