TITLE: CONCERNING THE EXTENSION OF STATE EMPLOYEE BENEFIT COVERAGE TO NONCOMPENSATED STATE ELECTED OFFICIALS.
Summary of Assessment
This bill would extend state employee health insurance benefits to elected state officials who do not receive compensation other than expense reimbursement from state funds. The bill specifies that the state shall not make the contribution toward the cost of the health insurance premium. The Department of Personnel would develop a procedure to determine the amount of payments and would deduct the premium payments from the salaries of affected elected state officials. Since the elected state officials would pay the entire cost of the health insurance premium, the bill is assessed as having no fiscal impact. The bill will become effective at 12:01 a.m. on the day following the ninety-day period after adjournment sine die of the General Assembly, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.
