TITLE:            CONCERNING THE ACKNOWLEDGMENT OF INSTRUMENTS.

Summary of Assessment

The bill would allow a notary public in certain circumstances to sign for a person who is unable to sign their name because of a physical impairment. Notaries would be required to retain additional information about their duties. The fee notaries may charge would increase from $2.00 to $5.00. The bill would also define documents that may be used as evidence of the identity of a person signing a document.

The bill would not increase additional revenue to the state nor does the bill require additional duties of state or local governments. The bill does allow a fee increase for notaries to verify who signs a document. The increased fee would be retained by the notary. The bill would not change existing revenues, expenditures, or workloads for state or local governments. Therefore, this bill is assessed as having no fiscal impact.
