TITLE: CONCERNING THE FUNDING FOR THE PRISON INMATE ART FUND.
Summary of Assessment
The bill requires that a percentage of capital construction costs for correctional facilities be used for the acquisition of works of art. The bill would be effective upon signature of the Governor.
The bill, as amended April 9, 1998 in House State, Veterans, and Military Affairs, is assessed as having no fiscal impact on state expenditures. Currently, not less than one-tenth of one percent of the capital construction costs appropriated for a correctional facility are allocated to the prison inmate art fund. The bill eliminates that fund and the requirement that the money be used for materials to allow inmates to create works of arts and then, through a competitive process, receive an incentive award. The bill, as amended, requires the same percentage of capital construction allocation be used for the acquisition of art work. Since the bill does not change the amount of allocation, only the purpose for which it is it be used, there is no fiscal impact on state revenue or expenditures.
