TITLE:            CONCERNING THE AUTHORITY OF THE BOARD OF REGENTS OF THE UNIVERSITY OF COLORADO TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF AURORA TO PROVIDE UTILITY SERVICES TO PROPERTY LOCATED AT THE UNITED STATES ARMY GARRISON, FITZSIMONS.



Summary of Assessment


            This bill would authorize the Board of Regents of the University of Colorado to enter into an intergovernmental agreement with the City of Aurora to purchase electric and gas utility service, and to purchase or produce steam utility service, and to provide such service to end users within property located within the boundaries of the United States Army Garrison, Fitzsimons. The bill will become effective at 12:01 a.m. on the day following the ninety-day period after adjournment sine die of the General Assembly, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.


            The costs to the University of Colorado and the City of Aurora to develop an intergovernmental agreement would be minimal and could be absorbed within their existing resources. Therefore, this bill is assessed as having no fiscal impact.
