TITLE:            CONCERNING THE CAPITAL DEVELOPMENT COMMITTEE, AND, IN CONNECTION THEREWITH, SPECIFYING HOW AND WHEN MEMBERS ARE APPOINTED AND THE DATE BY WHICH THE CHAIRMAN AND VICE-CHAIRMAN OF THE COMMITTEE SHALL BE ELECTED.



Summary of Assessment


            This bill specifies that members of the Capital Development Committee shall be chosen in the same manner as members of other standing committees. The bill also:

 

               authorizes the appointment of committee members prior to the convening of the General Assembly; and

               requires the committee to elect a chairman and vice-chairman at the first meeting held on or after October 15 in odd-numbered years and at the first meeting held after the General Election in even-numbered years.


            The bill will become effective at 12:01 a.m. on the day following the ninety-day period after adjournment sine die of the General Assembly, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.


            The provisions of this bill will not affect state, or local government, revenue or expenditures. Therefore, the bill is assessed as having no fiscal impact.
