TITLE:            CONCERNING THE OWNERSHIP OF MOLDS USED IN THE MANUFACTURING PROCESS, AND, IN CONNECTION THEREWITH, ESTABLISHING A MOLDERS’ LIEN.

Summary of Assessment

The provisions of this bill would create a molder’s lien that attaches to all of a customer’s molds in possession of a molder (mold maker). The lien would be for the balance due from a customer for any manufacturing or fabrication work performed and materials furnished. The bill would provide for procedures for such liens. The bill would become effective September 30, 1998, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.

The provisions of this bill would not impact the workload of the courts, or any other agency of the state, or unit of local government. Therefore, this bill is assessed as having no fiscal impact.
