TITLE: CONCERNING A REDEVELOPMENT PLAN FOR THE PROPERTY BEING VACATED BY THE UNIVERSITY OF COLORADO HEALTH SCIENCES CENTER WHEN IT MOVES TO FITZSIMONS.

* This fiscal note is revised due to additional information provided by the University of Colorado Health Sciences Center. Although the bill requires that staff services and support be provided to the committee by the UCHSC, and that committee expenses and consulting fees are to be paid out of the existing budget of the UCHSC, the UCHSC has submitted information indicating that staff services and support for the committee will cost $104,000. The bill contains a “no appropriation” clause.
The bill creates the 19-member Health Sciences Center Transition and Redevelopment Committee to study and propose alternative plans for the redevelopment of the University of Colorado Health Sciences Center (UCHSC) vacant property once it moves to the former Fitzsimons Army Base. The bill identifies committee membership, responsibilities, and issues to be addressed. The committee is to convene as soon as practicable, but no later than July 1, 1998; and submit its written plan to the General Assembly, the City and County of Denver, the UCHSC, and the Board of Regents of the University of Colorado on or before August 31, 1998. The bill requires that committee members serve without compensation and receive staff services and support from the UCHSC, and if necessary, the Department of Personnel. The bill is effective upon signature of the Governor.
Effect on Existing Appropriations
Although the bill requires that staff services and support be provided to the committee by the UCHSC, and that committee expenses and consulting fees are to be paid out of the existing budget of the UCHSC, the UCHSC has submitted information indicating that approximately $104,000 will be required to comply with the bill’s provisions. This fiscal note is predicated on the assumption that this is a new requirement placed on the UCHSC and moneys are not set aside or available in the existing budget to meet this need without a reprioritization or reallocation of funds.
UCHSC states that because the bill is effective upon signature of the Governor, in all likelihood, the committee will convene in May or June, prior to the July 1, 1998, deadline for meeting. The committee must submit its written plan with its finding and recommendations no later than August 31, 1998. UCHSC indicates that should these time frames occur, the committee would have three to four months to complete their work and submit a report. Costs submitted by UCHSC are identified accordingly:

Spending Authority
The fiscal note indicates that for FY 1998-99, the Department of Higher Education, Regents of the University of Colorado, should receive a General Fund appropriation of $104,000. However, the bill specifies that the requirements be implemented within the existing budget of the UCHSC designated for the planning, preparation, transition, and move from the existing campus to Fitzsimons.
