TITLE:            CONCERNING VETERAN’S PREFERENCES FOR PUBLIC APPOINTMENT.



Summary of Assessment



            This bill provides a procedure for a veteran employment applicant to appeal to the Department of Personnel to ascertain whether the applicant’s veterans preference points had been applied to an application. The bill requires the department to respond within 15 days of the request. The bill requires the State Personnel Director, or a three-member panel, to hear the appeal and to overturn the hiring decision if certain conditions are met. The bill also provides a similar procedure for a veteran employment applicant to appeal to a local government hiring authority.


            The bill will become effective at 12:01 a.m. on the day following the ninety-day period after adjournment sine die of the General Assembly, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.


            The provisions of this bill will not affect state or local government revenue or expenditures. Therefore, this bill is assessed as having no fiscal impact.
