TITLE:            CONCERNING THE SALE OF ALCOHOLIC BEVERAGES.



Summary of Assessment


            The bill would allow hotel and restaurant licensees to sell custom private label wine for off-premises consumption and provide free samples. A licensee could not charge a manufacturer or wholesaler a fee for services in connection with an exhibit of the manufacturers or wholesalers product if the exhibit is on public property and where free samples are served to persons attending a trade show that receives income from membership dues. The provision making it illegal for a common carrier to deliver alcoholic beverages without a license would be modified to property carriers.


            The provision making it illegal for a common carrier to deliver alcoholic beverages without a license would not increase or decrease citations issued under this section. The bill would not change the revenues, including fines and penalties, or expenditures for state or local governments. Therefore, this bill is assessed as having no fiscal impact.
