TITLE:            CONCERNING WAIVERS OF REQUIREMENTS WITHIN TITLE 22 OF THE COLORADO REVISED STATUTES.



Summary of Assessment


            This bill would allow a school district to waive the requirement that a person who completed a teacher preparation program between July 1, 1994 and July 1, 1995, must demonstrate professional competencies before renewing a provisional teacher license, if the person scored within ten percent of the passing score. If the waiver is granted by the employing school district, the district would notify the Department of Education of the waiver and the Department would renew the provisional teacher license. The license may be renewed for one or more additional three-year periods.


            The number of provisionally licensed educators that would be impacted by the bill is unknown, but is assumed to be minimal. Any additional workload required by the Department of Education to determine whether a school district’s waiver is within the limits of the bill would be handled within the normal workload of the Department. Therefore, the bill is assessed as having no fiscal impact. The bill would become effective upon signature of the Governor.
