TITLE:            CONCERNING SCHOOL BUS OPERATION PROCEDURES TO PROTECT THE SAFETY OF PASSENGERS.


Summary of Assessment


            The bill would require that a school bus activate the red visual signal safety lights whenever a school bus is stopped behind another school bus that is stopped loading or unloading students. A driver would also activate the signal if a school bus in the opposite direction were stopped loading or unloading passengers. The bill would become effective upon the Governor’s signature.


            The bill would not impact state revenues or expenditures of any state department. School buses are already required to stop when another school bus has activated the safety signals. Requiring the second bus to display the signal would not create a fiscal impact. The bill would not require school district to change bus schedules or routes. Therefore, this bill is assessed as having no fiscal impact.
