TITLE:            CONCERNING THE PAYMENT OF CLAIMS AGAINST ANY COUNTY.



Summary of Assessment


            This bill revises the statutes governing certain duties and responsibilities of the county treasurer, including:

 

               the ability to maintain a registry of county order in any record form;

               the requirement to register county orders and warrants only when there are insufficient funds to pay their indebtedness;

               clarification of the definition of “order” as issued by the board of county commissioners directing the treasurer to make payments by electronic transfer; and

               further clarification that payment of a county order or warrant by electronic transfer shall be made only after the treasurer approves the release of funds.

 

            The bill also requires the board of county commissioners, rather than the county treasurer, to ensure that all warrants and orders issued are drawn upon the proper fund and there are sufficient moneys in the fund. The bill will become effective on the signature of the Governor.


            This bill will not affect state or local government revenue or expenditures. The provisions of the bill conform law to current practice. Therefore, the bill is assessed as having no fiscal impact.
