TITLE: CONCERNING FUNDING FOR CHARTER SCHOOLS.

Local Government Impact — The bill would increase the amount of expenditures that certain school districts pay to charter schools. Based on October, 1997 enrollment data and current financing arrangements, annual funding for charter schools would be increased by $3,326,228. |
Under current law, the financing guidelines for funding a charter school requires the charter school and the school district to begin contract funding discussions using 80 percent of the district per pupil operating revenues (PPOR). The bill would require that effective July 1, 1999, the charter school and the school district shall begin discussions for funding using:
∙ 90 percent of the district per pupil revenues for kindergarten and first through fifth grades at the charter school;
∙ 92.5 percent of the district per pupil revenues for sixth through eighth grades at the charter school; and
∙ 95 percent of the district per pupil revenues for ninth through twelfth grades at the charter school.
District per pupil revenues would be defined to mean the school district’s total program for any budget year divided by the district’s funded pupil count for the budget year. The bill would not affect the revenues or expenditures of the state, but would increase the amount of expenditures that certain school districts pay to charter schools within the boundaries of the school district. Therefore, the bill is assessed as having local fiscal impact. The bill would become effective upon signature of the Governor.
School District Impact
Under current law, the minimum 80 percent PPOR funding for charter schools would be $40,38,142 in FY 1997-98. Charter schools currently receive $46,315,010 in per-pupil operating revenue (PPOR). Some charter schools are presently funded at per pupil revenue levels above those specified in the bill. Based on 1997-98 academic year charter school enrollment, the multi-tiered per pupil revenue formula identified in the bill would result in total charter school funding at least $3,326,228 above current funding levels.
While the bill would increase the expenditures of affected school districts for funding charter schools within their district, no additional state moneys would be received by school districts for this purpose.
Spending Authority
The fiscal note would imply that no appropriations or spending authority are required in FY 1998-99 to implement the provisions of the bill.
