TITLE: CONCERNING THE REGULATION OF PLUMBERS BY THE BOARD OF PLUMBING EXAMINERS, AND MAKING AN APPROPRIATION THEREFOR.
Summary of Legislation
The provisions of this bill, as amended in the House Business Affairs and Appropriations Committees, would make the following changes to the regulation of plumbers by the State Board of Plumbing Examiners:
• allow local governments on a specific project basis to approve alternative materials and methods of construction if the local government has adopted either the Uniform Plumbing Code or the International Plumbing Code;
• allow the board to issue a cease and desist order against any person who the board believes is not authorized to use title or designation of “plumber” and “plumbing contractor”; and
• require the board to review and publish the performance record of plumbing inspectors with respect to delays in responding requests.

The provisions of the bill would require the board to conduct two additional meetings to implement provisions of the bill and to notify licensees of proposed changes contained in the bill. It is estimated that the division would require an expenditure of $3,694 CF in FY 1998/99.
Spending Authority
The fiscal note implies that the Department of Regulatory Agencies would require additional cash spending authority of $3,694 CF in FY 1998/99. Out of that amount, the Department of Law would require $786 Cash Fund Exempt spending authority.
