TITLE:            CONCERNING A REQUIREMENT THAT LICENSING AUTHORITIES CONSIDER THE CONCERNS OF THE ADULT INHABITANTS WHEN REVIEWING NEW LIQUOR LICENSE APPLICATIONS.



Summary of Assessment


            The bill would allow state and local licensing authorities to consider the concerns of the adult inhabitants and to deny a liquor license based on that consideration when reviewing applications for new liquor licenses. The bill will become effective September 1, 1998, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.


            This bill would not affect the workload or expenditures of state or local governments. The number of licenses that would be denied under this bill and the associated loss in fees would be minimal and not impact governmental entities. Therefore, this bill is assessed as having no fiscal impact.
