TITLE: CONCERNING FUNDING FOR AT-RISK STUDENTS ENROLLED IN CHARTER SCHOOLS.
Summary of Legislation
Under current law, the financing guidelines for funding a charter school requires the charter school and the school district to begin contract funding discussions using 80 percent of the district per pupil operating revenues (PPOR). The bill would require that for charter schools approved or renewed on or after July 1, 1998, the charter school would receive from the school district 100 percent of the district PPOR for each at-risk pupil enrolled in the charter school. The bill would not affect the revenues or expenditures of the state, but would increase the amount of expenditures that certain school districts pay to charter schools with at-risk pupils.
The bill would become effective upon signature of the Governor.

Local Government Impact — The bill would increase the amount of expenditures that certain school districts pay to charter schools with at-risk pupils. Based on October, 1997 enrollment data, at the time of charter renewal, 23 charter schools will receive total annual increased funding of $812,631 for 1,207 at-risk students. |
School District Impact
Department of Education data indicate that at the October 1, 1997, enrollment count, there were 12,666 students enrolled in 50 charter schools. A total of 1,288 students at charter schools are defined as at-risk. The bill would require charter schools chartered or renewed on or after July 1, 1998 to receive 100 percent of the school district per PPOR for each at-risk pupil enrolled in the charter school. Based on the October 1, 1997, enrollment, 23 charter schools representing 1,207 at-risk students were funded at a level that is less than 100 percent of the school district’s PPOR. If these charter schools were to be funded at the 100 percent level, the additional annual cost to the affected school districts in funding charter schools would be $812,631.
While the bill would increase the expenditures of affected school districts for the funding of charter schools, no additional state moneys would be received by school districts for this purpose.

The fiscal note would imply that no new spending authority or appropriations are required for FY 1998-99 to implement the provisions of the bill.
