TITLE:            CONCERNING THE CREATION OF THE COLORADO HEALTH CARE TASK FORCE, AND, IN CONNECTION THEREWITH, ABOLISHING THE JOINT REVIEW COMMITTEE FOR THE MEDICALLY INDIGENT AND THE MEDICAL ASSISTANCE REFORM ADVISORY COMMITTEE AND REPLACING SUCH COMMITTEES WITH THE COLORADO HEALTH CARE TASK FORCE.


Summary of Assessment


            This bill creates the Colorado Health Care Task Force, comprised of six legislative members and five non-legislative members. Initial appointment to the task force would be made by July 1, 1998. The term of office of each member would be for two years. Members of the General Assembly would be appointed by the President of the Senate and Speaker of the House of Representatives. Three members would be appointed from each house with no more than two from each house appointed from the same political party. The five non-legislative members would be appointed by the Governor.


            The task force would make recommendations to the General Assembly concerning matters studied. Any recommendations would be treated as legislation recommended by an interim legislative committee for purposes of any introduction deadlines or bill limitations imposed by the joint rules of the General Assembly. The task force would meet at least six times per year and would be repealed effective July 1, 2003. In addition, the bill repeals the Joint Review Committee for the Medically Indigent and the Medical Assistance Reform Advisory Committee.


            Since the bill replaces the statutory Medically Indigent Committee with the Colorado Health Care Task Force, there would be no expenditure impact to the Legislative Department. Therefore, the bill is assessed as having no fiscal impact. Staff assistance from the Legislative Council Staff and Office of Legislative Legal Services are currently budgeted for support of the Medically Indigent Committee. Likewise, per diem and member expense reimbursement are also in the current budget.
