TITLE: CONCERNING THE AUTHORIZATION OF A COUNTY CLERK AND RECORDER TO IMPOSE FEES FOR CONDUCTING MOTOR VEHICLE INSPECTIONS.
Summary of Legislation
The bill would allow the county clerk and recorders to impose up to a $20 fee for conducting an inspection for vehicle identification numbers. This bill would become effective July 1, 1998.

Local Government Impact
Under current law, county clerks and recorders are not authorized by statute to impose a fee for inspections for vehicle identification numbers (VIN). Some Boards of County Commissioners have, by resolution, allowed their county clerk and recorder to impose fees for this service. The fees imposed vary among counties. AIR program testing facilities and peace officers may also conduct VIN inspections to verify a vehicle for motor vehicle registration purposes.
The bill is permissive and does not mandate clerks and recorders to impose a fee. Therefore, this bill is assessed as having a conditional revenue impact to county governments. The bill would not have a fiscal impact to those counties that impose a fee under authority of a county resolution. Those counties, where the Board of County Commissioners has not authorized a fee, may be impacted if the county clerk and recorder chooses to impose a fee for this service.
Spending Authority
This fiscal note implies that no additional spending authority would be required for state government.
