TITLE:      CONCERNING THE REGISTRATION OF MOTOR VEHICLES, AND, IN CONNECTION THEREWITH REQUIRING THE PERIODIC REISSUANCE OF ALL MOTOR VEHICLE LICENSE PLATES AND MAKING AN APPROPRIATION.


Summary of Legislation


            The revised bill would eliminate provisions that created the extended temporary motor vehicle registration system. The revised bill would require the Department of Revenue (DOR) to issue any new or replacement motor vehicle license plate with a plate with six numbers and letters beginning January 1, 2000, and at least every seven years thereafter. Persons with two alpha and four numeric characters may apply for a special license plate. During the 2002 Regular Session of the General Assembly, the Department of Revenue would request an appropriation to complete the reissue by January 1, 2004. The bill would become effective upon the Governor’s signature.

            No additional revenues would be generated by the amended bill.


State Expenditures


            The amended bill would require the Department of Revenue to begin to reissue all licenses plates with license plates containing six letters or numbers by the year 2000 and complete the reissue by January 1, 2004. The bill would allow the normal issue and replacement process to replace license plates over approximately a three year period. The Department of Revenue would request an appropriation for FY 2001-02 to complete the reissue process by January 1, 2004. No additional appropriation would be required in FY 1998-99, FY 1999-00, or FY 2000-01. This would allow the department to implement an inventory system that will provide additional information about the number of license plates that would replacement in FY 2001-02. The appropriation in FY 2001-02, may be as high as $6.5 million. The revised bill also allows a person with 2 alpha and four numeric characters to personalize the plate at no additional cost. The costs of replacing the plate would be completed within the existing resources. However, the application process would require 0.9 FTE administrative assistant and $17,626 in additional resources in FY 2001-02 and FY 02-03 to process the estimated 48,000 requests for personalized 2 alpha and 4 numeric character license plates. It is assumed that 25 percent of the 192,000 persons with the 2 alpha and 4 numeric character license plates would want the personalized plates.


Spending Authority


            This fiscal note implies that the Department of Revenue would not require any additional appropriation in FY 1998-99 to implement the provisions of this bill. The Department of Revenue would require an additional appropriation in FY 2001-02.
