TITLE:            CONCERNING CONTINUATION OF THE UTILITY CONSUMERS’ BOARD IN THE DEPARTMENT OF REGULATORY AGENCIES.



Summary of Assessment


            The provisions of this bill would continue the Utility Consumers’ Board for another five years until July 1, 2003, rather than allowing it to sunset July 1, 1998. This bill would not continue the Office of Consumer Counsel. The provisions of the bill would become effective July 1, 1998.


            Pursuant to Section 24-34-104 (11) (a), C.R.S., that regulates the sunset review process, no more than one division, board, or agency may be continued in any bill for an act. Thus, the Utility Consumers’ Board would be continued under the provisions of this bill, and the Office of Consumer Counsel would be continued under the provisions of HB 98-1078. The continuation of the Utility Consumers’ Board by this bill and the Office of Consumer Counsel by HB 98-1078 collectively would not have any impact on the revenues or expenditures of the Department of Regulatory Agencies. The provisions of this bill would not have any fiscal impact on any other agency of the state, or unit of local government. Therefore, this bill is assessed as not having any fiscal impact.
